It's the little stuff that warrants the need for Frank Freeland's presence in New Bloomfield.
Stuff like vandalism and mutilation of the borough's baseball field and playground, and the
removal of manhole covers. All juvenile acts that could prove costly, or dangerous.
Last week, Freeland of Newport began his new job as borough enforcement officer for New
Bloomfield. The position is a work in progress.
"He'll be filling many of the local constabulary roles," said borough councilman John Long.
"We wanted someone on foot that the residents could talk to."
And for 20 hours a week, that's what Freeland will do. He'll patrol the borough, looking for
violators of borough ordinances or for those who damage borough property.
There's no worry on Freeland's end about dealing with the public. For 12 years, he was a
security guard at Newport School District, helping to run events.
Then came the district's financial crisis, and Freeland's job was one of many axed. On July 6,
borough council approved hiring Freeland for the position, a first for the borough. Said borough
council President Pierce "Pete" Clouser, "We want to deal with the community concerns, but
look ahead before a problem happens."
Freeland said he'll work mostly on Friday nights, monitoring the playground, New Bloomfield
Elementary School and the "usual traffic" for the borough's children.
"I'm an extra set of eyes and ears," Freeland said. "It helps to have someone to get to know the
youngest population, as well as their parents."
Long and Clouser said Freeland will enforce and cite violators of several borough orders,
including no skateboarding on the square and the junk car ordinance. But his role mostly will be
to someone for residents to consult with concerns about the community.
Other ordinances, like lawn appearance, will be handled by the borough's code enforcement
officer, who serves under the mayor. Freeland will report directly to borough council.
